The Genesis Mission: A New Executive Order Aims to Transform U.S. Innovation with AI

Key point: The President’s latest Executive Order establishes the Genesis Mission and aspires to use AI to accelerate scientific discovery in sectors such as biotech, quantum, nuclear power, and semiconductors.

On November 24, 2025, the President signed an Executive Order (EO) launching the Genesis Mission—a sweeping national agenda to put the U.S. at the forefront of AI-driven scientific discovery. The EO’s message is clear: AI is not just the future; it is now a strategic imperative for national security, economic growth, and technological leadership.

At its core, the EO recognizes that AI is no longer a futuristic concept—it is a strategic imperative for national security, economic growth, and scientific progress. The EO directs the Department of Energy (DOE) to build an integrated AI platform to train advanced foundation models on federal scientific datasets and to deploy AI agents capable of automating research workflows, testing hypotheses, and accelerating technological breakthroughs.

The DOE seeks to engage with academia and the private sector to identify a detailed list of more than 20 science and technology challenges that are suitable for the Genesis Mission, including:

  • Advanced manufacturing
  • Biotechnology
  • Critical materials
  • Nuclear energy (fission and fusion)
  • Quantum information science
  • Semiconductors and microelectronics

By focusing on priority industry sectors, the Genesis Mission aims to compress research timelines from years to months and reinforce America’s technological dominance. While executive orders do not directly control private sector activity, the EO illustrates the executive branch’s support for AI innovation and development.

For legal and compliance professionals, this EO signals a clear trajectory within the federal government: AI-driven innovation is now a national policy priority, and its ripple effects will touch everything from intellectual property to cybersecurity. Staying informed about these fast-moving areas will be critical to gaining or maintaining a business edge.
